Uzbekistan Enacts Law to Prevent Torture of Detainees

Uzbekistan has enacted a law focused on preventing the torture of detainees, according to a report from the Ministry of Justice.

The legislation introduces amendments to the Law “On Detention in Pre-trial Detention Facilities.” A key provision mandates compulsory medical examinations for detainees before they are placed in pre-trial detention.

These mandatory medical evaluations must be conducted within 2 hours of the detainee’s arrival at the detention facility. With the detainee’s consent, their legal counsel may also be present during the examination.

The results of the mandatory medical examination will be documented in a standardized medical certificate.

Should the medical examination reveal any bodily injuries, trauma, or wounds on the detainee, these findings will be officially recorded, communicated to the detainee, and immediately reported to the public prosecutor.
