Uzbekistan Considers Implementing Recycling Fee on Construction Glass

During its session on July 1, the Oliy Majlis reviewed and adopted in its first reading a draft law aimed at further improving technical regulations in the field of construction materials.

The primary objective of the draft law is to prevent the harmful effects of waste on the life and health of citizens and the environment, reduce waste generation, and ensure its rational use.

The proposal includes the introduction of a recycling fee on construction glass to cover the costs of recycling and processing waste generated during its use.

“The draft law will also improve the quality of construction glass, and increase the volume of exports of locally produced construction glass,” stated the Legislative Chamber.

According to statistical data, the projected volume of glass waste generation in Uzbekistan is 408,000 tons per year. Last year, only 37,000 tons of glass waste were recycled, representing only 9% of the total volume. This has a negative impact on the ecological situation in the republic.

To prevent this situation, the Agency for Technical Regulation has prepared a draft law. In accordance with the draft law, a recycling fee will be introduced to cover the costs of processing waste resulting from the use of construction glass, and the creation of the necessary infrastructure is also planned, reported Akmal Dzhumanazarov, Director of the Agency.

The experience of countries such as Russia, Belarus, and Kyrgyzstan was studied during the development of the draft law. The document has been agreed upon with five relevant ministries and departments and has undergone legal review by the Ministry of Justice. Within the framework of the draft law, relevant amendments and additions are being made to the laws “On Nature Protection” and “On Waste”.
