Senate Flags Potential Issues with Limiting Electricity Payments for Waste Disposal Debts

Uzbekistan will implement a restriction on electricity payments for consumers with outstanding debts for solid waste disposal services starting August 1st. Senators have highlighted potential issues that may arise from this measure’s implementation.

The law stipulates that if a consumer has overdue mandatory payments for waste disposal and fails to settle the debt within 5 days of receiving an SMS notification, electricity payment acceptance will be temporarily suspended.

However, senators note that the “HET” application of “Regional Electric Networks” JSC does not display information on residents’ waste disposal debts. This is because the “Toza makon” electronic billing system is not integrated with the billing system of “Regional Electric Networks” JSC. Public concern also arises from the fact that some consumers lack waste disposal agreements, and inaccuracies exist in subscriber accounts.

Given these concerns, the Senate Committee has requested the Ministry of Ecology, Environmental Protection and Climate Change, and the Ministry of Energy to provide specific information on the data exchange challenges and practical solutions for their resolution.
